President Vladimir Putin again falsely claimed that Ukraine and its allies “started the war,” insisting in a national address on Tuesday that he would not pull back from his invasion despite failing to achieve any objectives after nearly a year.
Later on Tuesday, and 800 miles away, President Biden is scheduled to deliver a speech in Warsaw, the capital of neighboring Poland, a day after a brief but dramatic visit to Kyiv that highlighted the American commitment to supporting Ukraine. Read more
