The EU is holding an extraordinary meeting on Monday in the Ukrainian capital, Kyiv, in a sign that the bloc’s support for the country against Russia’s invasion could someday extend into EU membership for Ukraine. It is the first such meeting of the bloc's foreign ministers outside its borders.
