Former Hyflux legal officer not aware of power plant in bid for Tuaspring project
“I was not aware there was a power plant involved before we submitted (the bid). After submission… when the bid was announced, there was an air of jubilation. Our bid was the lowest,” testified Yang Ai Chian, former legal officer of Hyflux.
