✈️ What Steps Can Help the U.S. Win the AI Race?
The AI Action Plan is a project by the U.S. government to ensure the country's victory in the global AI race. The Office of Science and Technology Policy is developing the plan with active participation from other government agencies, researchers, and leading industry companies.
So, what does the business sector propose to secure victory?
🎯 OpenAI opposes excessive regulation that could undermine the U.S.'s competitiveness. The creators of ChatGPT recommend unifying laws to ensure consistent regulation across different states, simplifying copyright protection for AI models (which would allow them to be trained on publicly available data), and increasing investments in building data centers. OpenAI emphasizes that these measures will help the U.S. maintain its leadership in the growing rivalry with China.
"While China is rapidly advancing toward its ambitious goals of integrating AI into government operations, security, and defense, the US government must modernize its processes to safely deploy cutting-edge AI tools," OpenAI stated.
🎯 Similarly, Google highlights three key priorities for AI development: investments (particularly to address energy shortages for data centers), integrating AI into public administration, and promoting American development standards in foreign markets.
🎯 Anthropic, on the other hand, focuses on training powerful systems, predicting the emergence of models with intelligence comparable to Nobel laureates by 2026–2027. The company proposes prioritizing the development of AI agents, studying AI safety, and examining its impact on everyday life. Additionally, Anthropic explicitly advocates for tighter controls on chip exports (a topic other players approach more cautiously). CEO Dario Amodei calls for banning even the export of Nvidia H20— a specially limited version of accelerators designed for the Chinese market.
Other AI giants have not publicly shared their recommendations, but their global plans are well-known:
➡️ Microsoft plans to invest $80 billion in AI-supported data centers, more than half of which will be built in the U.S. Furthermore, the company aims to train over 2.5 million Americans in AI-related skills this year and increase funding for university research programs.
➡️ Meta's strategy includes building a massive data center with 1.3 million GPUs and 2 GW capacity, developing advanced models, and reaching 1 billion users by the end of this year.
➡️ Elon Musk's xAI, despite his close ties to the White House, limits itself to general statements about focusing on developing universal and autonomous AI.
🧠 The current U.S. administration under President Donald Trump prioritizes removing legislative barriers to innovation in AI. This marks a shift from the Biden administration's policy, which focused more on safety and risk mitigation. The new approach highlights the private sector's pivotal role in AI development and signals an aggressive stance against competitors, primarily China.
